What is libgstreamer1.0-dev
libgstreamer1.0-dev is:
GStreamer is a streaming media framework, based on graphs of filters

about anything else media-related. Its plugin-based architecture means
that new data types or processing capabilities can be added simply by
installing new plug-ins.
This package contains development files for the core library and
elements.
There are three methods to install libgstreamer1.0-dev on Ubuntu 18.04. We can use apt-get, apt and aptitude. In the following sections we will describe each method. You can choose one of them.
Install libgstreamer1.0-dev Using apt-get
Update apt database with apt-get using the following command.
sudo apt-get update
After updating apt database, We can install libgstreamer1.0-dev using apt-get by running the following command:

Update apt database with apt using the following command.
sudo apt update
After updating apt database, We can install libgstreamer1.0-dev using apt by running the following command:

Install libgstreamer1.0-dev Using aptitude
If you want to follow this method, you might need to install aptitude first since aptitude is usually not installed by default on Ubuntu. Update apt database with aptitude using the following command.
sudo aptitude update
After updating apt database, We can install libgstreamer1.0-dev using aptitude by running the following command:
sudo aptitude -y install libgstreamer1.0-dev
How To Uninstall libgstreamer1.0-dev on Ubuntu 18.04
To uninstall only the libgstreamer1.0-dev package we can use the following command:
sudo apt-get remove libgstreamer1.0-dev

To uninstall libgstreamer1.0-dev and its dependencies that are no longer needed by Ubuntu 18.04, we can use the command below:
sudo apt-get -y autoremove libgstreamer1.0-dev

To remove libgstreamer1.0-dev configuration and data from Ubuntu 18.04 we can use the following command:
sudo apt-get -y purge libgstreamer1.0-dev
Remove libgstreamer1.0-dev configuration, data, and all of its dependencies
We can use the following command to remove libgstreamer1.0-dev configurations, data and all of its dependencies, we can use the following command:
sudo apt-get -y autoremove --purge libgstreamer1.0-dev
