What is libgnome-keyring-dev
libgnome-keyring-dev is:
gnome-keyring is a daemon in the session, similar to ssh-agent,
and other applications can use it to store passwords and other
sensitive information.
The program can manage several keyrings, each with its own master
password, and there is also a session keyring which is never stored to
disk, but forgotten when the session ends.
This package contains development files for GNOME.

After updating apt database, We can install libgnome-keyring-dev

How To Uninstall libgnome-keyring-dev on Ubuntu 18.04
To uninstall only the libgnome-keyring-dev
package we can use the following command:
sudo apt-get remove libgnome-keyring-dev

To uninstall libgnome-keyring-dev
and its dependencies that are no longer needed by Ubuntu 18.04, we can use the command below:
sudo apt-get -y autoremove libgnome-keyring-dev

To remove libgnome-keyring-dev
configuration and data from Ubuntu 18.04 we can use the following command:
sudo apt-get -y purge libgnome-keyring-dev
Remove libgnome-keyring-dev configuration, data, and all of its dependencies
We can use the following command to remove libgnome-keyring-dev
configurations, data and all of its dependencies, we can use the following command:
sudo apt-get -y autoremove --purge libgnome-keyring-dev
